Safer for those with power and security (Austrailia, US, Old Europe), terrorists, and much more dangerous for the people who the terrorists prey upon. All that is required for evil to flourish is for good men to do nothing. Should be the UN's motto really.

Well, I don't think Americans feel safer with the dubya dummy. Maybe some do, but I'd like to see a poll that indicates whether more or less people feel safer with him. I sure as sh*t don't, and I'd venture a guess that at least 50% are also feeling less secure.
